Collect and upload macOS user crash logs on failure - #32377

PR summary

#32372 crashed in CI while running pytest. I had to make a duplicate #32373 in order to add log collection and diagnose the issue.

This PR makes that log collection permanent so that I can quickly diagnose future crashes in CI.
