Summary
Initial governance content for the traverse-framework org: constitution, quality standards, antipatterns, compatibility policy, exception process, CLA, issue/PR templates, shared spec-alignment CI script, and AI-agent hardening rules. Adapted from traverse-framework/Traverse's existing repo-local versions, generalized to apply across every repo in the org.

Notes
mainwas bootstrapped with a single empty init commit (via the GitHub API, not a raw push) since this repo had zero history; this PR carries all real content
