  1. core: Fix mousekey as tap key #675 

    - Mousekeys work with ACTION_MODS_TAP_KEY and ACTION_LAYER_TAP_KEY() now
- Remove ACTION_MOUSEKEY() and ACT_MOUSEKEY
- Change value of `enum layer_pram_tap_op`: F0-F3 to E8-EB
  to resolve conflict with mousekey keycodes
- This fix requires Keymap Editor code change
