  1. Add clean-code harness guide for LLM coding agents 

    Adds a TypeScript-first guide that tells an LLM how to install the
clean-code principles from README.md as a layered harness: always-on
rules, ESLint/formatter/test enforcement with hooks, and an optional
review skill. Seven companion documents cover legacy-code policy,
logging, formatter, test runner, hooks, a lint smoke test, and a report
template. A generated single-file version combines all of them.
