Add benchmark supervisor readiness and bounded shutdown - #227

Conversation
Keep unreapable candidate cleanup concurrent with serving shutdown, prune retired process membership, and trace candidates only through overlap. Expose fresh readiness through the live supervisor socket and derive the ECS timeout separately from application grace. Co-Authored-By: Claude Opus 5.5 <[email protected]>

Opted-in benchmark tasks expose a live supervisor readiness check and receive an explicit ECS stop budget. ECS continues to own Cloud Map registration, and #226 selects the checked waiter from the effective task definition. The ten-task cap arithmetic is the foundation for #228’s complete image fallback and live qualification.
Validation: pinned Go race/vet/build, built Node runtime smoke, stop-budget/cap boundary tests and the integrated gate passed. This remains source-only qualification; customer activation belongs to later phases.
Stack order: #226 → #227 → #228.
