feat: install the CLI on every runner, verify it and add a version input

- Download the CLI build for Linux, Windows and macOS on x64 and arm64,
  check it against the release checksums and cache it on self-hosted runners.
- New `version` input (3.1.0 or later); `latest` is found without the GitHub API.
- Pass the key through SQUARECLOUD_API_KEY instead of the command line and
  a config file on the runner.
- Apply `workdir`, which was read as `cwd`.
- Run on Node 24 with updated dependencies.
- Test the action on every hosted runner and rewrite the README.
