Publishes the repaired redeploy 0.2.80 package and records Goal-generated release metadata. Twine now uploads only dist/redeploy-{version}* with retry-safe --skip-existing.
The release retains the handler restoration and dependency migration already merged in #3. Goal completed publication through
goal -a; both public PyPI artifacts contain the restored handler implementation and no runtime Goal requirement. The annotated v0.2.80 tag binds this branch head. The complete six-variant matrix previously passed 1568 tests with 17 skips per variant; this PR reruns the repository CI.
