- SECURITY.md and CONTRIBUTING.md rewritten for private reporting and the
  organisation's actual practices
- security.yml converted to a reusable workflow; licence and OWASP checks
  split into opt-in workflows
- scan-dev-configs and verify-npm-hardening composite actions added
- Dependabot template for WordPress repositories
- Node and deploy workflow templates removed until they are ready
- Tag references point to v0.1 while the repository is work in progress
