A struct whose safe identifier collides case-insensitively with consts
exported by two different sibling binding files must stay unbound, and
an unresolvable message-kind field must report its own diagnostic
without masking resolvable fields in the same struct or file.

Covers the sibling-file collision variant (V86fs versus V86FS across
a.pb.ts and b.pb.ts), which the existing same-file collision unit test
does not reach, and the per-field continuation of the unresolved
diagnostic, which the existing single-field test does not reach.
