A nested protobuf message (Outer.Inner) lowers to the Go struct name
Outer_Inner and to an identically named exported const in the sibling
.pb.ts. The binding resolved same-package cross-file references only for
top-level message names, and no test pinned the nested shape.

Cover a nested Outer.Inner declared in a sibling .pb.go of the same
package with one pointer field and one repeated pointer-element field,
asserting both metadata entries qualify the sibling binding class.
