There is now a repository setting to always enable the "Update branch" button in PRs if the base branch changed: https://github.blog/changelog/2022-02-03-more-ways-to-keep-your-pull-request-branch-up-to-date/#always-have-the-option-to-update

As previously discussed (#5372), this doesn't mean we can drop update-pr-from-base-branch. However, we could try to

1. match the native GitHub style
2. also allow rebasing like GitHub does
