Remove WITH_WIDE_UNICODE flag from setup.py/runtime#417

  • Python version: PY27, PY33+
  • Operating System: All

Details

After PY33 release with_wide_unicode flag has been removed. These flags are only set on PY3 builds since PY2 doesn't have sys.abiflags.
