setup.py fails to find the msbuild tools when using 32bit Python 3.5#193

With the setup.py fails to find the Windows Kits directly correctly if it is a 32 bit installation as the platform suffix is not added.

    The change simply joins the PLATFORM onto the build directory. Tested on 32Bit python 3.5.
