minimal_names is wrong for some popular projects#7

libcst==1.1.0 and flask==3.0.2 both contain dirs missing __init__.py and minimal_names is set to a confusing, expanded list.

This should be reworked to some kind of longest-match semantics of names or namespace_names. I have this change sitting on a machine somewhere.
