  1. Rework namespace package handling 

    The "minimal_names" concept used previously was a premature optimization
-- because importable names don't get all that long (even for generated
protos), just trying all the parent names up the chain is easy enough.

Also adds some initial support for egg-info dirs, observed when
installing google-ads from source without wheel present.
