Reset cache when mypy version changed (or cache format version changed) #1354

When mypy changes we may want to reset the cache for incremental mode.

In particular when the serialization format changes we should do this (otherwise reading the cache will just crash, currently).

We should probably have some marker file in the cache root directory indicating the version -- or it can be a field in the metadata JSON.
