Implement typing.reveal_locals() as proposed in https://mail.python.org/archives/list/[email protected]/thread/5MGN6HZWTJELNLIUOXTHLIXVLKZCEWY2/. This is a marker for type checkers that causes them to emit the types of all local variables.
