"IDLE's subprocess didn't make connection. Either IDLE can't start a
subprocess or personal firewall software is blocking the connection."
This should report what needs to be opened on the firewall to allow
the connection, e.g. "Allow UDP/TCP connections to 127.0.0.1 on ports
FOO and BAR and try again".

When launching IDLE, it reports:

This should report what needs to be opened on the firewall to allow
the connection, e.g. "Allow UDP/TCP connections to 127.0.0.1 on ports

bpo-1529142 would fix this issue also, if it were accepted.
