  1. Fix: Correct decode validation and ensure list return (#1) 

    1. Changed validation from '< 255' to '<= 255' - byte value 255 is valid
   This fixes issue #5 where some valid xids failed from_string()

2. Ensure from_string returns list(val) for consistent typing
   This improves Python 3 compatibility
