pmacct now supports periodic sending of internal use metrics to a StatsD [1] instance. This commit focuses on build system changes. Empty intstats.[ch] files have been added as placeholders for the purposes of decomposition, to ensure the code still compiles with these build systems changes. Actual versions of these files will be submitted in a later commit. [1]: https://github.com/etsy/statsd
