Switch from using the vbguest plugin to the builtin rsync

Windows hosts do not natively have rsync. Vagrant's docs suggest that rsync (or rsync.exe) provided by Cygwin or MinGW do work. This requires additional setup documentation on our part. https://developer.hashicorp.com/vagrant/docs/synced-folders/rsync |
