The "Heading level modifiers" and "Page title" examples are both using div elements for the title wrapper element. React currently does not allow customizing this element beyond the h1-h6 heading elements, so unless this would be something we'd want to introduce into React then Core should use semantic heading elements here.
Also update the core docs to list h1-h6 instead of * as the allowed elements for the component class on https://www.patternfly.org/components/title/html#usage
