Add OpenMLDataset.get_class_distribution for observed nominal labels, with counts, proportions, target validation and optional missing labels. Reuse existing data loading without introducing dependencies. Cover edge cases and local ARFF/cache loading with offline tests, and include a runnable example in the dataset guide. Related to openml#1770
