No easy way of turning a model into an OpenMLSetup instantiation #568
Description
Future idea: _parse_parameters should move to the setup file, and return a list of OpenMLParameter (with appropriate fields filled in)
Has also implications for the upload fns.
Maybe even needs an improvement of the OpenML definition, where the setup parameters and the run parameters are more uniform.

Basically, the main reason why I opened this issue is that there is no simple way to create a setup, except from running a flow, uploading the result and downloading the setup. Would be cool to fix this.
