Update changelog and tour for beta.3
@kazuhitoyokoi @GogoVega I aim to publish the beta refresh on Wednesday afternoon (roughly 22 hours from the time I'm raising this PR). if you have bandwidth, there are new entries in the tour that could be translated - a PR against this branch (
rel4-beta3) would be very welcome. No worries if not - we will do a proper review in good time before 4.0 final to see if there's anything that needs translating.
