docs(standard): exempt lite-bootstrap from the free-threaded matrix entries - #117

Summary

The conformance audit found three repos testing 3.14t in a separate job instead of the matrix (PV2). Two had no reason to and are fixed in their repos (httpware#138, faststream-outbox#197). lite-bootstrap does have one, so it gets an exemption row rather than a fix.

Its suite cannot run on a free-threaded interpreter: tests/conftest.py imports opentelemetry, which the suite gets from the otl extra, and grpcio behind that extra ships no free-threaded wheel; orjson, pyroscope and the fastmcp stack are in the same position (lite-bootstrap#153, which introduced the free-threaded job). The repo instead runs scripts/ft_smoke.py over the extras that do install, on 3.13t and 3.14t, in its own job. The row records that deviation and when to lift it, like the modern-di-arq and modern-di-grpc rows.

Changes

• One exemptions-table row: lite-bootstrap, PV1 and PV2, the free-threaded entries.
