Description:

• Changed command pallet
  • just shows Open Simulator and New File instead of a command for each device
  • user chooses the option then a new dropdown shows up for which device they want to do that command with
  • same change to Deploy to Device in this PR Deploy to Clue and Deploy Command Pallete Refactoring #279
• Made README more concise
  • because of the above changes, the "How to use" section for the micro:bit and CPX were very similar so I changed it into its own section and can used to learn more about the micro:bit or CPX
  • can be seen here: https://github.com/microsoft/vscode-python-devicesimulator/tree/users/t-vali/command-p-restructure
• Added template file for CLUE (which will likely change in the future)
• Will need to have a part 2 PR to make picture src actual links instead of relative file paths
