1) FileSystem - raw
       createWriteStream
         creates the file if missing:
     Error: ENOENT: no such file or directory, open '/var/folders/24/8k48jl6d249_n_qfxwsl6xvm0000gn/T/pyvsc-fs-tests-977oZ72VgLGVGOO/x/y/z/spam.py'
  
  2) FileSystem - raw
       createWriteStream
         always UTF-8:
     Error: ENOENT: no such file or directory, open '/var/folders/24/8k48jl6d249_n_qfxwsl6xvm0000gn/T/pyvsc-fs-tests-9778510qy0FPQp9/x/y/z/spam.py'

It could be a timeout thing, needs further investigation.

    I'm going to skip the entire problematic "createWriteStream" suite on Mac. We can work on fixing it in #10031.
