Provide option to select dependency loading in the Create Environment command flow #20264
Description
In a study, we observed users struggle using the Create Environment command and they were not able to confidently tell what dependencies were being loaded into their new environment. Would it be worth giving users an option for dependency loading as they are creating a new environment to make this process more transparent and configurable by the user?
