Investigate if we can avoid using shells to validate conda binaries #18859

Closed

Description

@karrtikr

conda binaries can also be launched using exec. For eg. in a debugger: #18847, when running tests: #18845 etc. So we probably should not be using a shell when finding the conda executables to use.

Shell execution was introduced with #18767.
