FileSystem.IsPathUnderRoot should be calling PathUtils.PathStartsWith (or simply not exist) #1327
Description
#1322 fixed some path prefix behavior, but FileSystem wasn't changed (as it didn't use the old extension method).
Arguably, IFileSystem should not have IsPathUnderRoot or StringComparison at all. Those should be relegated to PathUtils, where they're essentially already defined.
