  1. Make agent cache build more robust 

    Agent cache build is failing intermittently in ADO builds. The fix is to lazily load dev-server middleware

Avoid importing dispatcher runtime dependencies while webpack loads its configuration. Load route middleware only for webpack serve, preventing CI builds from failing during config evaluation.
