Summary
Currently we have Linux and MacOS tests running on Github Actions, but Windows tests running on Azure Pipelines. Looking at the history, our Azure workflow appears to predate the existence of GHA, and the Linux/MacOS tests moved when they did because Travis was on its last legs. Are there reasons to still keep these separate or could we move the Windows tests into GHA?
This was prompted by #30883 (comment), because I can't see a simple way to make the Azure workflow respect a PR label. More generally, maintenance burden should reduce with the number of workflow types we have to think about.
