  1. Remove GitHub Copilot CLI and Node.js LTS from dev config 

    Drop GitHub.Copilot and OpenJS.NodeJS.LTS from the package set; nvm-windows
now owns Node. Trim the Developer extras phase to the WinUI dotnet-new
templates step, since its other three steps required the copilot CLI and
would flag on every run. Update the phase title and both READMEs.
