  1. mintUpdate.py: Improve startup, process singleton behavior. 

    - Use Gio.Application to enforce uniqueness.
- Don't re-launch when displaying updates from a notification.
- Use os.execv() to restart mintupdate after self-updates.

Fixes #997.
