What is the current behavior?

Currently, with experimentalCloseWatcher enabled, a CloseWatcher is always active, so back does nothing when no overlay or menu is open. In Capacitor and Cordova apps on Android the flag also breaks the hardware back button entirely, because Android WebView never sends it to a CloseWatcher and we stopped listening for the native backbutton event.

What is the new behavior?

The CloseWatcher now only exists while a menu or an overlay other than a toast is open, so back navigates normally otherwise. We also always listen for backbutton again, which browsers never fire, so the hardware back button works in hybrid apps.

Does this introduce a breaking change?
