sessions fixture peak RSS +24 MB (63 -> 87 MB) fixed cost since the readiness merges #375

Description

@jsam

Found by the readiness benchmark checkpoint on the benchmark host (2026-10-05, report in the business repo docs/performance). Per-session resident cost fell (89 -> 68 KB), so it is a fixed allocation. Find the new fixed cost (likely subscription groups or metrics registries) and confirm it is bounded or trim it.

    Closed with a documented bound: password verification allocates 19 MiB per login being verified, at most four logins verify at once, and nothing is kept afterwards; a test pins that the buffer is returned at once. The fix found earlier (for glibc's arena retention) was dropped because under jemalloc it raises peak memory. The remaining question, the sessions fixture peak of about 127 MB since the allocator switch, is tracked in #411.
