Epic: Performance & quality gates #188
Description
Outcome
Establish mandatory pre-PR performance and live streaming correctness gates, then expand deterministic quality and coverage. P00 is first; Q00 starts in R1 and expands through R3/R4. Operational quality work can proceed in parallel, while the LLM re-baseline remains deferred.

Keep this tracking issue open until its selected release scope passes. Child issues in a later milestone remain visibly deferred; a partial slice does not complete a broader issue. Every change runs the performance pipeline in #163 before a pull request.

Moved to the Engine production readiness milestone, the current focus (tracker #199). Perf and quality gates are part of production readiness: every engine PR runs the perf gate before it opens.
Roadmap per the neurosymbolic decision layer plan: engine production readiness first, then gateway neural integration with Jev, CLM and Laya (#266).

Children #163, #179, #167, #88 and #44 are closed. #45 continues as the coverage issue below and inputlayer/inputlayer-symbolic#146 and inputlayer/inputlayer-symbolic#147 were moved to inputlayer-symbolic. Remaining work continues in https://github.com/inputlayer/inputlayer-symbolic/issues/124.
