Exclusive lock on data_dir at startup #142

Nothing stops two servers from opening the same data_dir (for example a k8s RollingUpdate on an RWO PVC), which corrupts the WAL and shards. Take an flock on data_dir/LOCK at startup and refuse to start if it is held.
