Consolidate internal debug env vars from IL_ to INPUTLAYER_ prefix #112
Description
Env var prefixes are consolidated on INPUTLAYER_ (user-facing registry vars renamed in #105: INPUTLAYER_REGISTRY, INPUTLAYER_REGISTRY_TOKEN). Still on the old IL_ prefix are the internal debug/trace knobs, ~60 sites across the engine:
- IL_DEBUG (lib.rs, ir_builder, code_generator, storage_engine)
- IL_DEBUG_SESSION (protocol/handler.rs)
- IL_TRACE, IL_TRACE_JSON, IL_TRACE_LEVEL, IL_TRACE_FILE (bin/server.rs)
Mechanical rename to INPUTLAYER_DEBUG / INPUTLAYER_TRACE_* etc. Pre-1.0: no aliases, no compat shims.

Done in PR #105 (commit 0d52a89): every IL_-prefixed env var is renamed to INPUTLAYER_ across the engine, Makefile, snapshot runner, and docs. No aliases (pre-1.0). Auto-closes when #105 merges.
