feat: release 0.10 #724

GraphFrames got a lot of significant improvements from 0.9.3:

• peformance
• new algorithms

I think we should bump the version to 0.10.

• fix bug: TriangleCount example breaks compilation on java8 #722 to unblock publishing
• new benchmarks
• docs?
