Temporarily remove packages/google-cloud-commerceproducer , packages/google-cloud-productregistry and packages/google-maps-isochrones from the bulk release configuration. These will be moved back to the bulk release once the packages are on PyPI.

This pull request transitions the google-cloud-commerceproducer package from bulk release to individual release configuration, and introduces configuration for two new packages: google-cloud-productregistry and google-maps-isochrones. Feedback was provided to sort the keys in .release-please-individual-manifest.json alphabetically to maintain consistency.

This is a follow up to
#17801 where
`packages/google-maps-isochrones` was added to the individual release
config but wasn't removed from the bulk release config.
