Registry.Init stops at the first plugin whose OnInit fails #569

See #567 review: Registry.Init returns on the first OnInit error, so later plugins (all dynamic ones) never get settings seeded; main() ignores the error. Proposal: continue past failures, errors.Join, log in main.
