* September sync of tests for list-ops.

As Python once had parallel-letter-frequency and nucleotide-count, they
need to be marked as deprecated, not foregone. This is currently breaking
some i18n constraints for users who still have those exercises.

This restores both exercises' directories as they were before exercism#3603 and
exercism#3617, and lists them as deprecated practice exercises again.
