Plugins which are disabled by the old plugins key or the new pipeline.disabled are never logged in verbose output, making it difficult for users to debug plugins in their build pipeline. Not as severe an issue with the new pipeline.disabled since new plugins won't be disabled by default, but still a nice change to have.
