Follow-up to #4401 for #3453, which implemented orphan cleanup for AWS, RunPod, and GCP.
dstack_provider_refand listed in one call across all locations of the resource group, and groups contain only VMs since Azure deletes the OS disk, NIC, and public IP created with a VM together with the VM.
