[Bug]: Cannot create GCP gateway #2885

Steps to reproduce
- Apply a GCP gateway configuration.
Actual behaviour

Provisioning failed. Error: Failed to configure gateway
Expected behaviour
Provisioned successfully.

Additional information
The cloud init script on the gateway instance takes about 4 minutes, which is more than the current gateway configuration timeout allows.
