[Bug]: dstack offers idle instances that have less disk than requested #1516
Description
Steps to reproduce
> cat fleet.dstack.yml
type: fleet
nodes: 1
resources:
disk: 100GB
> dstack apply -f fleet.dstack.yml
Configuration does not specify the fleet name. Create a new fleet? [y/n]: y

disk: 200GB..
> dstack apply --spotActual behaviour
The idle instance is offered, even though it does not match the disk: 200GB.. requirement.
