Fleets already support nodes ranges, e.g. it's possible to create empty fleets:

    type: fleet
    name: cloud-fleet
    placement: cluster
    nodes: 0..4

There are some issues that need to be addressed to make elastic fleets useful:

    • Do not autodelete empty fleets (for now only if they allow 0 nodes).
    • Respect nodes upper bound.
    • Respect fleet configuration when run apply adds new instances to fleet (e.g. merge run and fleet configurations).
    • Allow run apply to provision nodes to fleets with zero nodes. Currently, a run uses an existing fleet only if it can reuse some of its instances.
