Add additional .NET Primer documents#4

Additional documents from the .NET primer PR from GitHub are converted to restructured text and added to the documentation. This commit includes: - Garbage Collection overview document - BCL document - General class library document - Assembly format document Generics content from @kunlenh merged into the primer document as well. Also changed the conf.py to contain a much more expressive project name. Fixes #3
